    Construction of TalentWork System for High-Quality Development: Related Problems and Countermeasures

    The key issue of talent work is to build a collaborative system of talent development and high-quality
    development. Therefore, this paper discusses the background and requirements of talent work in the high-quality development
    stage in China. On the basis of comprehensive research, it is found that there are a series of outstanding problems in
    the current talent work, such as, the elite talent group does not match the status of a big country, the cultivation of industrial backbone talents lags behind the needs of economic development, the imbalance of talent development in eastern, central
    and western regions is more prominent, the construction of professional talent evaluation system needs to be improved, the
    supporting system for gathering talents in the world is not perfect, the talent management mode of government-affiliated professional
    institutions is backward, innovation incentive of scientific and technological talents still needs to be improved and
    optimized, the decisive role of market allocation of talents is not fully played, the introduction of overseas high-level talents
    needs to be improved, the competition for talents among regional departments leads to vicious competition, the overall planning
    and coordination of comprehensive talent policy is not enough, the reform in key areas of talent development system
    and mechanism needs to be deepened. According to the different stages of regional economic development, the domestic
    talent work mode can be divided into four types, namely, the talent work mode in the urbanization stage, the talent work
    mode in the traditional industrialization stage, the talent work mode in the new industrialization stage, and the talent work
    mode in the innovation economy stage. After entering the stage of high-quality development, China's main talent work mode
    should be transformed and improved from the traditional talent work mode in the stage of industrialization to the talent work
    mode in the stage of new industrialization and innovation economy. The traditional, planned and stylized talent policy and
    system can not meet the strategic and practical needs of the new era. It is necessary to establish a suitable talent work system
    arrangement based on problem orientation, goal orientation and strategy orientation. It is also necessary to work hard to
    stimulate talent vitality and improve the quality of talent team. Strive to reach or even surpass the level of the world's
    first-class developed countries in the effective cultivation, allocation and use of the world's first-class talent intelligence and
    innovation and entrepreneurship resources. Accordingly, on the basis of clarifying the relevant key talent work point&block
    tools, focus on the core target problem, the paper puts forward the integrated problem-solving resource bundle. The research
    puts forward the following countermeasures to construct the structural layout of talent work for high-quality development.
    To build a high-level talent echelon that can lead high-quality development. To build an industrial talent development system
    that can support high quality development. To build a classified evaluation mechanism of key talents that can match high
    quality development. To expand the opening up of talents who can boost high-quality development.To strengthen incentives
    for innovative and entrepreneurial talents who can guide high-quality development. To deepen the reform of talent development
    system and mechanism in key fields at the same time. To establish a high-quality talent development and governance
    system for the new era. The practice of talent work has proved that only by establishing a talent system mechanism and policy
    system to promote high-quality development, can we break through the constraints of resources, factors and endowments,
    stimulate talent innovation potential and competitive vitality, and produce first-class innovation and entrepreneurship performance.
    Only by taking the benefit effect of talent work as the starting point of work adjustment, can we promote the close
    integration of talent chain with innovation chain, industry chain and economic chain, and truly implement innovation driven
    and high-quality development. Only by establishing a scientific and effective talent work system can we form a positive
    cycle from strong talents to strong science and technology, industry, economy and country.

    The Influence of Social Capital on Team Creativity in Interdilinary Research Teams

    Interdisciplinary research teams play an important role in solving complex problems and achieving breakthrough
    innovation. However, due to different disciplinary backgrounds, there is not as much interaction among members
    as expected, and team knowledge is not effectively utilized, which leads to low level of team creativity. Since social
    capital can reflect the interaction between team members and the flow of resources, it provides a new perspective for the
     research on team creativity. Scholars at home and abroad have conducted a preliminary study on the relationship between
    social capital and team creativity, but they have not reached a consensus on the relationship between them. This may be
    because existing research has not investigated the intermediate mechanism of the influence of social capital on team
    creativity.
    From the perspective of knowledge-based view, the integration of scattered knowledge is key to team efficiency and
    team creativity. Especially for interdisciplinary research teams featured with knowledge heterogeneity, knowledge integration
    is an important factor affecting team creativity. In addition, due to the complexity and uncertainty of interdisciplinary
    research projects, team members are more likely to be faced with difficulties and challenges, which may inhibit creativity.
    At this time, team leaders can help improve team members' self-confidence and enhance their work initiative by providing
    resource support or emotional support, thus affect team creativity. Therefore, based on knowledge management theory and
    organizational support theory, this study introduces knowledge integration and leadership support into research on team
    creativity of interdisciplinary research teams, and analyzes the influence of three dimensions of social capital: structural social
    capital, relational social capital and cognitive social capital on team creativity of interdisciplinary research teams.
    Taking knowledge integration as the mediating variable and leadership support as the moderating variable, this study
    builds a moderated mediation model about the influence of social capital on team creativity to reveal the influencing
    mechanism of social capital on team creativity in interdisciplinary research teams.
    Based on the survey data of 346 members of 46 interdisciplinary research teams in a C9 research university, this
    study applies hierarchical regression analysis and Monte Carlo simulation to test the direct effects, indirect effects and conditional
    indirect effects among variables, the empirical analysis indicates that structural social capital, relational social capital
    and cognitive social capital have significant positive effects on team creativity in interdisciplinary research teams.
    Knowledge integration has a significant positive impact on team creativity in interdisciplinary research teams. Knowledge
    integration plays a partial mediating role in the relationship between structural social capital, relational social capital and
    team creativity, and a complete mediating role in the relationship between cognitive social capital and team creativity.
    Leadership support positively moderates the mediating role of knowledge integration. This study enriches the research of
    team creativity, applies knowledge integration to the research of team creativity in interdisciplinary research teams.
    Thus, it promotes the combination of knowledge management theory and team creativity research, and enriches the connotation
    and extension of team creativity in interdisciplinary research teams.

      The impact of social capital on team creativity may have time lag. Future research can further our understanding of the influencing mechanism between social capital and team creativity by collecting longitudinal data and expanding data sources. In addition, knowledge integration plays a partial mediating role in the relationship between structural capital, relationship capital and team creativity, which indicates that there may be other intermediate paths. Future research can explore other possible mediating mechanisms to carry out further research.

    How Scientific Emotional Exhaustion Leads to Scientific Misconducts: From the Perspective of Ego Depletion Theory

    In recent years, various scientific misconduct incidents have occurred frequently at home and abroad, and have
    shown a tendency of continuous spread. The academic atmosphere of research organizations becomes worrisome. Scientific misconducts refer to the behaviors of individuals or teams engaged in scientific research that violate scientific norms or social ethics. Although prior studies have shown that moral quality, ethical standards, organizational systems, and personality characteristics are important factors that trigger scientific misconducts, the pressure of scientific research performance faced by scientific researchers may also intensify the occurrence of scientific misconducts. High-intensity scientific research may make them lose their vitality and
    become more prone to physical and emotional exhaustion. Based on ego depletion theory, we constructed a moderated mediation
    model to explore the mechanism of scientific emotional exhaustion on scientific misconducts, as well as the role of self-regulation
    impairment and organizational silence.
    To test our hypotheses, we collected data from three universities in China and selected doctoral students from different research
    teams. The data was collected at three time points. At Time 1, we collected scientific emotional exhaustion and demographic
    variables. After a month later, we collected self-regulation impairment and organizational silence at Time 2. Also, a month later, we
    collected scientific misconduct at Time 3. We scrutinized and eliminated the questionnaires with missing data and removed the team
    sample which contributed fewer than three participants. Thus, our final sample consisted of 320 doctoral students from 38 research
    teams. Before testing hypotheses, we assessed the discriminant validity of variables in our study through conducted a confirmatory factor analyses (CFA) and examined the common method variance. Then we converged organizational silence to team level and used Mplus7.4 to test our hypotheses. The results showed that: scientific emotional exhaustion had a significant positive relationship with scientific misconducts; scientific emotional exhaustion had a significant positive relationship with self-regulation impairment; self-regulation impairment had a significant positive relationship with scientific misconducts, and also mediated the relationship between scientific emotional exhaustion and scientific misconducts; the positive relationship between self-regulation impairment and scientific misconducts is moderated
    by organizational silence, such that the relationship will be stronger when organizational silence is higher; organizational silence
    moderated the mediating effect of self-regulation impairment on the relationship between scientific emotional exhaustion and scientific
    misconducts, such that the mediating effect will be stronger when organizational silence is higher.
    Those conclusions enrich the scientific misconduct literature, and the main theoretical contributions are as follows. First, we explain
    the effects of scientific emotional exhaustion on scientific misconducts based on ego depletion theory. Exploring the mediating
    role of self-regulation impairment is helpful to expand our understanding about the psychological mechanism of scientific misconducts.
    Second, by demonstrating organizational silence as a crucial boundary condition that moderates the effects of scientific emotional exhaustion,
    we strengthen our cognition of ego depletion theory from personal characteristic to organizational context. Beyond these theoretical
    contributions, the results also provide practical implications for preventing scientific misconducts. First, research organizations
    should optimize their scientific research management system to relieve excessive scientific pressure and respect scientific laws when
    designing. Second, scientific researchers can strengthen the ability of self-regulation and timely supplement their own psychological resources
    with external training and learning. Finally, it is necessary to reverse the culture of“Mianzi orientation”and“Renqing orientation”,
    in order to create a harmonious atmosphere for voice behavior and actively maintain the reputation of the scientific community.

        Based on the urgent practical needs of digital transformation of public services, this study systematically combs the theoretical origin, evolution and research progress of public service digital innovation and governance. Then, we construct the logical framework between the main related theories and throws light upon the valuable and potential analyzing directions in the aspects of technology, organization and governance. Public services are non-profit with high cost and low production efficiency. And their outputs are mainly in the form of "services", with more emphasis on human's leading role in the input. Related research mainly involves public service innovation theory, value co-creation theory, digital innovation theory, socio-technical system theory and governance theory.

    Sustainable Business Model of Platform Context: Logic and Implementation

    Under the influence of the concept of sustainable competition, the traditional business model has been
    given new content of value creation. Business model is the logic of how to "make money" and an effective means to
    realize strategic competition. In recent years, with a new round of technological revolution spreading all over the world,
    digital technologies such as Internet, big data, block chain and artificial intelligence have accelerated their penetration into
    all kinds of organization operation management and business systems, which has become an important underlying technical
    support to promote enterprise technological change and realize business model innovation, and has derived two economic
    models in the digital context of platform economy and sharing economy form. Accordingly, in the new economic
    forms such as platform economy and shared economy, internet platform firms have become the micro organization carrier
    under the new platform context. Platform firms realize the aggregation of various resources by platform strategic thinking
    and platform specific network effect, and realize the creation of economic value by relying on business model innovation.
    Under the platform context, forming the platform, users and users. There are many kinds of value creation relationships between
    users, platform and society, platform, user and society. Platform business model, which is accompanied by platform
    enterprises, has become the most significant business model innovation since the 21st century. Platform based business
    model innovation provides new forms and solutions to solve the common social and environmental problems faced by human
    society. However, the reality that can not be ignored is that in recent years, many new social problems have emerged
    in the process of platform business model innovation, which has brought severe challenges to the traditional business
    model dominated by market logic. How to realize the transformation and innovation from platform business model to platform

    sustainable business model has also become a prominent topic of research.

    Firstly, this paper reviews the connotation of business model and sustainable business model, and clarifies the core
    connotation and internal logic of business model from the perspective of transaction structure, technology, organization
    and management, value creation and strategy. The sustainable business model is based on stakeholder theory and corporate
    social responsibility, which not only creates value for customers, but also creates comprehensive value for society and
    natural environment. In the supply chain of sustainable business model, suppliers are also responsible for the company's
    stakeholders. At the customer interface incentive level, sustainable business model encourages sustainable consumption,
    and customers are responsible for their consumption and the company's stakeholders. Finally, in the aspect of financial performance,
    it reflects the appropriate allocation of economic costs and benefits among the participants, and considers the
    ecological and social impact of the company, so as to clarify the systematic transcendence of sustainable business model
    as a new theoretical paradigm to the theoretical meaning of traditional business model. Furthermore, this paper discusses
    the new value logic and reconstruction of the business model of platform enterprises under the guidance of sustainability,
    and focuses on the realization of the sustainable business model under two subdivision scenarios under the platform context.
    The sustainable business model of shared platform mainly focuses on the recycling and sustainable utilization of resources
    and the social reconfiguration to achieve sustainability and create comprehensive value and shared value. Under

    the platform economy, the platform firms based on commercial transactions is mainly based on the embedded concept of
    corporate social responsibility. By embedding the corresponding social responsibility practice issues or social responsibility
    practice platform interface, the related social environment problems in the operation process of the platform can be
    solved by the power of the platform business ecosystem, so as to create sustainable comprehensive value, or by building a
    social responsibility practice platform or social innovation platform based on a certain social problem driven by sustainable
    oriented entrepreneurship of social entrepreneurship or co benefit entrepreneurship, and build a benefit organization
    to drive the platform sustainable business model and innovation. In the future, the research on sustainable business
    model in the context of platform needs to be further explored from two aspects, one is the basic theory of endogenous integration
    and governance of corporate social responsibility, the other is empirical research about driving factors, impact effects
    and evaluation of sustainable business model.
